If you have a Registry cleaner or spyware cleaner try restoring deleted files performed in those programs closest to when the problem begun.

Most probably the file is hidden. The file should be in {drive}\Documents and settings\{your name}\local settings\application data\microsoft\outlook
Unhide local settings and all suddirectories.

Just would like to say the tip about the file being hidden was most useful for me and my outlook now opens without problems.
